The mission\u2014entrusted directly by <a href=\"https:\/\/www.monaco-tribune.com\/en\/2025\/07\/prince-albert-ii-explains-choice-of-christophe-mirmand-as-new-minister-of-state\/\">Prince Albert II<\/a> to the new Minister of State\u2014builds on Monaco\u2019s ongoing efforts with the <a href=\"https:\/\/www.monaco-tribune.com\/en\/2025\/06\/fatf-monaco-over-first-hurdle-towards-coming-off-the-grey-list\/\">FATF<\/a> and Moneyval, supported by <em>\u201cvery vigorous recruitment plans\u201d<\/em> across the administration, according to Pierre-Andr\u00e9 Chiappori, Minister of Finance and Economy, also present at the conference.<\/p>\n\n\n\n<p><p data-start=\"1532\" data-end=\"1853\">The government leader emphasised the strategic objective: <em>\u201cLeaving the grey list is not an end in itself, it is not sufficient, it is not the final goal\u2014it is one stage in a collective effort.\u201d<\/em> The aim, he insisted, is to make Monaco <em>\u201ca modern economy applying the most stringent international standards.\u201d<\/em><\/p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-boosting-attractiveness\"><strong>Boosting attractiveness<\/strong><\/h2>\n\n\n\n<p>With a surplus of \u20ac86 million, the supplementary budget confirms <em>\u201cthe very sound health of Monegasque public finances.\u201d<\/em> The strong position enables future investments to move forward, notably the second phase of the <a href=\"https:\/\/www.monaco-tribune.com\/2025\/06\/monaco-devoile-la-deuxieme-phase-de-son-ambitieux-plan-logement\/\">housing plan<\/a> and major urban projects such as the <a href=\"https:\/\/www.monaco-tribune.com\/2025\/08\/quels-changements-attendent-les-monegasques-au-centre-commercial-fontvieille\/\">restructuring of Fontvieille<\/a>, <a href=\"https:\/\/www.monaco-tribune.com\/en\/2025\/09\/monaco-multimedia-library-to-close-for-three-months\/\">the \u00celot Pasteur<\/a> and the <a href=\"https:\/\/www.monaco-tribune.com\/en\/2025\/07\/chpg-unveils-2025-2030-project-and-four-ambitions-for-its-transformation\/\">modernisation of the CHPG hospital<\/a>.<\/p>\n\n\n\n<p>Attractiveness forms the second pillar of government focus. The appointment of Ludmilla Raconnat Le Goff as Delegate for Attractiveness reflects this strategy, with a mandate to coordinate public action in this area.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-rethinking-urban-planning-in-response-to-climate-challenges\"><strong>Rethinking urban planning in response to climate challenges<\/strong><\/h2>\n\n\n\n<p>The Sovereign Prince\u2019s mission letter sets the ambitious goal of <em>\u201crethinking urban planning\u201d <\/em>and <em>\u201cgreening the Principality,\u201d<\/em> Christophe Mirmand noted.
