Monegasque Government launches practical guide against workplace harassment
The Principality has announced a new tool designed to protect civil servants from harassment and violence in the workplace.
On 16 October 2025, the Monegasque Government presented a practical guide on combatting harassment and violence in the workplace. This publication follows on from legislation passed in December 2017 and demonstrates the authorities’ commitment to creating a safer working environment for public sector employees.
Clearer procedures
Although the document is aimed at all civil servants and contractual employees of the State, the preventive actions to do with mental health apply to the entire population in fact. A collaborative effort by three major administrative bodies – the Civil Service’s General Inspectorate, the Human Resources Department and the Legal Affairs Department – the aim of the manual is to be exhaustive. It covers four main issues: psychological harassment, sexual harassment, sexual blackmail and physical or psychological violence in the workplace.

One of the document’s key plus points is the clarification of reporting procedures. Civil servants and contract staff now have a precise framework detailing the procedures to follow. The guide also defines the rights and responsibilities of each party, whether presumed victims, witnesses, accused persons or management.
Digital distribution
The authorities have increased the number of distribution channels to ensure maximum accessibility. The document can be consulted on the Government’s intranet in a specific section on prevention, as well as on the Mon Service Public platform. A QR code can be used to download it onto mobile devices, for ease of access by all 5,000 Monegasque civil servants.
